The Civil Guard of the Region of Murcia, within the framework of the operational devices established for mobility control to comply with the state of alarm, decreed by the Government of Spain, has surprised a neighbor of Cartagena while walking on the back of a horse by Roche-La Union. Both the rider and the owner of the equine have been proposed for administrative sanction for non-compliance with the provisions of General Public Health Law 33/2011, in accordance with Royal Decree 463/2020, which declares the state of alarm. The action took place when a Benemérita Citizen Security Prevention patrol, which was serving in the municipality of La Unión, detected the presence of a person on horseback. The civil guards informed the citizen that due to the state of alarm, home exits were not allowed, except in expressly authorized cases, and questioned him about the reasons for his displacement. This person justified his presence on public roads alleging that he was riding the horse because he was interested in its purchase, a circumstance that did not meet any of the permitted ones.

Although the agents asked him if he used the horse as a means of transport to go to an establishment where he could buy basic necessities, he repeatedly told them that it was a horse ride, that the animal came from a nearby farm and that its owner had loaned it to him. The civil guards investigated until they knew the origin of the animal, a farm located in Alumbres-Cartagena, as well as the identity of its owner.

In this way it was verified that both the departure of the rider, as well as the transfer of the animal and access to the farm where it was located had occurred in contravention of the regulations applied to the mobility of people. Both the rider and the owner of the horse have been proposed for sanction for non-compliance with the provisions of General Public Health Law 33/2011, in accordance with Royal Decree 463/2020, declaring the state of alarm.
