The Federation of Associations of Employers and Professionals of the Union (FAEPU), an entity that brings together the business, commerce, hospitality and tourism of this municipality, comes to show its strongest rejection of the Order issued yesterday by the Ministry to the Ecological Transition of total temporary suspension of the works of regeneration of the Bay of Portmán.
In this sense, we come to demand the Government of Spain to ensure continuity, ordering its immediate resumption, of a work, on which the future of The Union depends to a large extent, and which we waited for decades until October 2016 gave its beginning, and recently published the good progress of it.
Therefore, and even in the case of a temporary suspension, we oppose that the same result in the termination of the contract with the current contractor of the work, since this would require to initiate a new tender process that would delay for years the resumption of actions on the Bay, causing with it an irreparable damage for a municipality economically depressed and with one of the highest unemployment rates in the Region of Murcia.
Thus, and even being aware of the full content of the Judgment issued by the National Court on February 27, 2019, we must remember that it is not firm since it has been announced that it will be appealed by the current concessionaire and that, In any case, what is available is the obligation to proceed with another assessment of the score so that a new award agreement is issued, a circumstance compatible with the continuation of the progress of the works, as long as the decision does not take place.
In conclusion, we do not understand or share the technical arguments put forward in the resolution, given that the Project was drafted, approved and environmentally authorized in 2011 by the Government of Spain at the time, and that it was put out to tender in 2015, as well as executed uninterrupted until 2018, without any type of disagreement, until there was a change of ministerial officers, and therefore there are no technical or legal impediments that justify the paralysis of the works at this time
Finally, we demand that the Local and Regional Authorities carry out the necessary steps to prevent any type of delay or delay in this process, which is inadmissible for both the Union and the Region of Murcia itself.
