FISCAL YEAR 2009 MUNICIPAL BUDGET

MAYOR'S REPORT

Currently we are in an economic situation that unfortunately dominates the current landscape at all levels: international, national, regional and local levels.

The recession affects most notably to the plans and budgets of families, businesses and government.

The severity of the crisis in international markets is daily news on the news, but what really concerns us locally is the domestic situation, which underlies the international financial crisis.

The problems of families to make ends meet.

The end of economic activity is the satisfaction of human needs, we find that many of these needs are common to all citizenship, pursued and desired in a common way for all individuals, and that is where political power acts as distributor of limited means and resources available to meet requirements and needs of individuals, groups and society as a whole.

Institutional stability and political transparency are indicators of the path of economic recovery and growth, guides to restore confidence and get the economy and job creation, and development and business growth.

With this philosophy have been developed municipal budgets for 2009, tough year, being immersed in this situation, and uncertainty, unable to predict the length and depth of it, but the year in which we continue our commitment to investing in the municipality through grants received, and that hope is also to create employment generated through these investments and employment plans of Employment and Training Service of the Autonomous Community.

The budget of the City of La Union for the financial year 2009 amounts to the sum of € 24,723,081.49, representing an increase of 10.47% over fiscal 2008.

We present a truly consolidated budget its Autonomous Bodies.

- Organismo Autónomo Municipal Institute of Education, Culture and Sports (IMECD)

The total budget for the Municipal Institute of Education, Culture and Sports amounts to the amount of € 2,091,818.00 in the state level of income and expenditure, representing a moderate increase of the previous year with a 2, 07%.

The main action and initiative we hope to accomplish with the approval of these budgets is to open the Municipal Pool.

Will be possible thanks to funding which will be achieved through the sale of municipal industrial estate parcels What Bolarín.

The termination of the operation is delayed from the previous term by the changes made to the project by the former government team, which now account for budgeting and payment of € 510,923.00 in addition to the initial draft and intended to pay off the works of installation, and other € 60,000 for furniture and equipment.

The intention of opening the pool in 2008 was marred by the refusal by the Ministry of Economy and Finance of the authorization to apply for a financial loan to cover, among others, that payment.

- Andrés Martínez Cánovas Autonomous Body

The result of steps taken with the Ministry of Social Policy, this year has significantly increased the subsidy granted to the Autonomous "Andrés Martínez Cano Foundation," and more importantly, the process started for that unit under the direct pass from the Community independently, with the benefits that will secure the greater resources that enable the opening of the residence attached.

This process will at all times supervised and monitored by the government team.

By and for this has been attempted to produce a budget that needs to collect over the years have been covered as basic, and include repairs for the maintenance of the facilities that we believe essential.

The budget is the amount of € 562,571.00 in the state level of income and expenditure, which implies a moderate increase of 5.19% over the previous year.

- Initiatives and priorities reflected in the budget:

The forecast provided in the budget allowed to complete the projects initiated and recruitment process as well as new projects funded by the Autonomous Community and the Municipal Investment Plan of the Central Government.

We must also take into account the important extra-budgetary investment made directly by the Autonomous Community in the town, around 10 million euros, the result of the efforts of the government team.

On Public Safety has increased the staffing of the Local Police, and proceed to provide modern facilities to this body with its new headquarters.

The barracks of the Guardia Civil also is being remodeled through a Municipal Employment Workshop.

In Social Services provides funding for the construction of Day Care Center for our seniors, and the process of building a Center for Child Care, a nursery in order to reconcile family and professional life.

The Commonwealth of Social Services also has begun the process of dissolution, leading to an improvement in service delivery to unionenses, counting the one hand, with more staff dedicated to the public and, on the other hand, with a new building, the old slaughterhouse, to be fully rehabilitated to accommodate the new units of this service.

In Health is conducting a major expansion of the health center, with new medical services and has made an improvement and expansion of the Center for Primary Care at Roche.

We will have a new place for our youth, "Youth Space" after the rehabilitation of the old Telegraph House, which this year will proceed to equip.

A place where young people can pursue their activities and show their concerns.

It will further enhance the industrial estate I Bolarin, the improvement of new road infrastructure, adapting to new needs.

It intends to build a business incubator in partnership with the Chamber of Commerce and modernize and beautify our center by a strip mall, to generate employment and boost trade in our town.

In the area of Environment is working on improving street cleaning, enhancing the collection and recycling of waste with the impending construction of an eco-park by the Autonomous Community, is beginning to force the owners of the lots to keep them clean and in good state of decoration, it has managed to cleaning and pipeline ramblas passing through the municipality will build the sewage tertiary cycle of La Union to have a fully reusable water, and it is intended to build a new treatment plant at Portman designed for the future of this parish.

Housing has been negotiating with the Institute for Housing and Land an agreement for the construction of social housing and comprehensive rehabilitation of the district of San Gil, which were already delivered the first 12 homes, and is still rehabilitating another 48, to a new neighborhood attractive to unionenses.

In the infrastructure area is where you will see the great change of La Union, making new approaches to the city, traffic roundabouts and articulate a mobility plan to provide parking areas that need it most.

It will change the entire face of downtown with an accessibility plan, semipeatonalizando it.

It will improve many streets and squares, highlighting the works of St. Giles Street and Calle Real and Plaza Castelar.

It makes a big commitment to culture in different areas.

Are being created to promote cultural activities in the street and will launch the new City Library in a new space in the building of Progress.

Likewise, it will reshape the Civic Center to become a great cultural and musical center and associations.

In the sports area improvements are made in the current sports facilities, with the arrangement of the two indoor arenas and other sports courts.

It will build two new pavilions covered in Roche and Portman.

We believe that education is the foundation of this society and we believe in it with the construction of a new school Alfonso X the Wise, and the improvement of infrastructure in existing schools, building new children's wards in the Blacksmith and CP Ginés Cabezos CP, Roche, and improving the facilities at the CP and CP Garbanzal St. James Portman.

That same power of adult education with a new location in the building Progress, tailored to your needs.

In tourism is where we will take a big leap in quality with the ambitious theme park in the Sierra Minera, which will include the Mina Groups Vicenta and rehabilitation of Road 33 and Sink Paid Mine.

We will be a nationally with a unique product, which is a visit inside a mine.

It also will build a new Mining Museum, and a new Museum of Ethnography in Roche, promoting the Archaeological Portman.

The reduction in the Property Tax, passed in late 2007 will be effective this exercise, measured by direct positive impact on citizenship, taking into account the economic situation of crisis to which we referred at the beginning of this report.

As for the need to reduce current expenditure, the will is proved by the measures adopted last year to address the crisis, the significant reduction of allocations for current expenditure, which in the present circumstances, they dispensable merit consideration, the freezing of salaries of Mayor, Aldermen and trusted staff, reducing the cost of protocol, the reduction in the budget for parties and the Cante de las Minas, etc ... Just be controlled such comprehensive estimate of expenditure to avoid excesses that lead to recognition extrajudicial debt.

On the other hand, it is the intention of the City Hall lower the cost of services billed by the joint venture USM, for which special emphasis is going to do to renegotiate, or even recover some of these, among which indicate the maintenance of street lighting and traffic lights.

Not forgetting that we reverse in a period of crisis, we must walk together the political, social and business to overcome this predicament.

Our confidence stems, above all, the dynamism and adaptability that our operators have established in recent years.

Because in a market economy are the economic and social actors who create wealth and employment and the work of the rulers is, ideally, facilitate, but in any case, certainly not hinder it.

Create a predictable framework of rules and actions, enhance legal certainty, not to interfere more than necessary in business life and respect the neutrality required of political action.

I express my confidence that this grave and profound crisis we succeed.

We know how to choose the right path to make it less durable and at the lowest possible cost.

There is only one recipe for this: work, effort and sacrifice.

It is not the first time in the municipality of La Union is suffering from these episodes.

A few years ago with the closure of the mines, and later in one of the largest companies in the town and its surroundings, lived very complicated situations, thanks to hard work and determination of the citizens were able to diversify and find ways to development and economic growth.

The unionenses are part of a race of fighters tireless and unbeatable.

It is the heritage of mining.
