Neighborhood organizations and environmentalists reject the proposed change to the port of Portman called alternative 2a. (21/09/2015)

The neighborhood, social and participants in the process of regeneration of Portman Bay environmental organizations have requested a meeting with the President of the CARM, to send you their opposition to the proposed marina in Portman that seeks to impose the Minister of Public Works and Infrastructure .

The Autonomous Community assumed in the 2006 Convention for the regeneration of Portman Bay "building a nautical-sports, installation according to the comprehensive settlement winning the contest of ideas".

To this end, developed in 2008 the Basic Project Marina Bay Portman, hiring yet his writing to a different team won the competition of ideas, which from the beginning raised far removed alternatives winning idea of ​​the competition and the thesis defended by social organizations and environmentalists, who have always claimed the recovery of the old fishing port and a marina that if was created out behind the beach, not exceeding 500 moorings and differentiating the professional area of ​​traditional uses of the area sports, also recovering the old coal dock.

After a process of dialogue between social groups and local and regional authorities, it was a consensus on the so-called "Alternative 1" as the closest to the winning idea of ​​the contest and the criteria defended by social groups, and finally 14 November 2011 Environment Director G. CARM signed the Environmental Impact Statement (EIS) that positive "Alternative 1" with up to 718 moorings between the fishing area and sports.

However, last June 24, the public information DGTCP presented the "Feasibility study for the construction of public works concession by Marina Bay Portman, alternative 2a", completing the process initiated in 2012 to change that alternative 1 in the "Alternative 2" that from the beginning had been rejected by social groups, arguing that it is more economically viable because it is cheaper, with a greater number of points mooring and port size, defended publicly by the Minister of Public Works and Infrastructure itself, Francisco Bernabé, the same as initially he opposed that option when he was mayor.

Given this unacceptable change in the port project Portman, the Federation of Neighborhood Associations and District of Cartagena, the Neighbors League Portman, environmental organizations ANSE and Ecologists in Action Murcia Region and the Sierra Minera Foundation presented allegations joint against such "alternative 2a" because:

1. is based on the winning idea of ​​competition as forces the Agreement signed by the three governments.

Therefore, they have also sent a copy of the allegations to the Director G. Sustainability of the Coast and the Sea, denouncing this breach of the agreement.

2. It represents a significant increase to 815 berths, and the total area of ​​the Marina Bay intended to 254,824.08 m2, which would make Portman Bay on a macro marina, the second largest Murcia, reducing restored public domain for use by the population, and increasing the pressure of pleasure craft on the protected coastline located on both sides of the bay of Portman.

3. Change the model deep harbor, turning once Portman Bay environmentally regenerated in a large "parking" of sports boats, based on a model of marina typically associated with large urban developments along the coast, own Stage real estate boom.

4. No priority is given or the traditional fishing port properly recovered.

The action planned in the old fishing pier with 171 small berths on drums, has nothing to do with a port designed for commercial fishing, which could serve also to aquaculture farms nearby.

5. It is not really justified the economic viability of the project, conceived as a purely private investment, since an unwarranted reduction of various costs of the project is made, and costs for dredging, transportation is removed artificially calculating the budget, and conditioning and sealing the cut.

The organizations point out that this port project must be linked to the environmental regeneration of the Bay, and therefore claim to recover the basis of the project "Alternative 1", and has a component of public investment, prioritizing recovery of the fishing port and reserving a reasonable number of berths for boats surveillance, rescue and investigation of administrations, passing ships and sailing schools and other uses of social interest, to the detriment of berths for private use.
