In La Union, 5 September two thousand and fourteen.

Dear officer, municipal public server.

While we continue to await the final judgment of the Court of Auditors, after our City's responses to its report last 03/10/2014, which are called into question various aspects of the privatization of some of our municipal services, specifically, Nursery, Swimming, Mining Park and the Municipal Water Service, as he is no stranger, had its public response to various actions and social movements, given the economic damage that is assuming for battered households in our town, not want to miss no longer to extend our concern and interest to think carefully about their social impact.

Knowing his speech, in particular the award of Municipal Water Service, without intention to question their competence, merit and ability in the discharge of its responsibility, we recognize in advance, you headed this with the intention of causing meditation on his performance as the Court of Auditors and the possible prejudicial nature of their action on the economic interests of citizens whose service should be questioning each and every one of his performances as a municipal official, because, agree with us that our Mayor and his administration are merely temporary stewards of our City Council, signatories merely their payroll and that we are citizens who hold economically our City and, therefore, facilitate the payment of their professional fees which shows who has serving his good craftsmanship.

Without question authority corresponding to the government team in the management and administration of our City, agree with us that can never be positioned in its decisions over the legitimate interests of citizens, whose custody is also up to you in the exercise of their professional responsibilities.

We want and need to feel proud of the good work of our municipal officials and this requires that any "absolute", or pursue an authoritarian, power can influence their behavior and good performance, placing at all times, the public interest of our fellow citizens above any particular interest group or social sector.

As such, we know excuse any errors that may be incurred in its civil service management, otherwise you will feel and point as an accomplice who may be causing injury to those interests.

We can only ask that in future proceedings involving conflicting interests come into play at all times, ensure that prevailing public interest of our citizens and the faithful fulfillment of the legislation is applied and always find the moral strength to denounce what can be done by submitting or break their will on the matter.

Far from "moralizing" intentions that could be interpreted in this paper, we just want to extend our guard position on our public services, to be the object and rationale of our Civic Platform, based on which, by coincidence of interests, we would have their sincere collaboration, and trust that we will take legal action in defense of the same, never affect your professional life, we want to continue to serve all unionenses.
