Bidding for the home care service (02/01/2012)

The Local Government Board of the City of La Union has approved the tender, as a matter of urgency, the home help service in this county.

The contract, which provides for an initial term of two years, extendable for another two, out to tender for the price of 209,560 euros, VAT included.

Meanwhile there is the new award, the City has communicated in writing to the users of home help service in the municipality that it has been temporarily suspended from the date January 1, 2012, with the expectation that it can resumed during the month of February.

The cause of this situation is that the contractor so far, the commercial Clece, SA, has notified the City Council since that date failed to provide the service, with completion set for the day was February 8, 2012, due to the default bills that are owed for the years 2010 and 2011, for a total of 222,629.32 euros.

In this regard, the City of La Union reports that the reason for not being able to pay those amounts still due in turn to non-payment by the Department of Health and Social Policy of subsidies that it owed to this Authority on social services, including the Home Care Service, for the years 2010 and 2011, for a total of 383,363 euros, and whose subscription and payment therefore Clece, SA would be repaid the said debt.

Notwithstanding the foregoing, and to the prospect of an early entry to that effect by the Autonomous Community, by the City Council has negotiated and tried to the limit of its possibilities which the contractor to continue providing the service, made in this consistent supply a final order that during the month of December would be paid outstanding invoices 2010 and before 15 January next year, would pay the bills until March 2011, which would pay him a total of 110,077.54 euros, almost half of the debt, while the rest would be satisfied before June 15, 2012.

This proposal was not accepted by Clece, SA, which has abandoned its contract last December 31.

However, it also indicates that from the Department of Social Services have already been adjudicated necessary measures for those in precarious condition and no close relatives are duly met during the transitional period.

The City Council also wants to express his solidarity and support workers Clece, SA has been providing its services to the satisfaction in recent years and now are affected by an employment regulation file for this cause.
