The Councils of the Union and the hamlets of Portman and Roche have been made this week in three sessions that have agreed to develop an internal rules to manage its operations, continuing the steps required for the full effectiveness of Regulation Citizen Participation.

Specifically, with this action complies with the provisions of Articles 58 and 59 of the Rules of Citizen Participation in the creation of the said Councils of the Union and its districts, councils representing a total of 67 associations registered in Municipal Registration of Public Associations.

In the words of the regulation, the Councils are "organs of participation, consultation, information, control and management proposal for municipal, unincorporated, which allow the participation of neighbors, groups and entities within the same district or territory" , acting under the chairmanship of the mayor of La Union, Francisco Bernabé, and where the towns of La Union, Portman and Roche may have a maximum of three members each.

Thus, the Territorial Council of La Union, meeting on 25 April, chaired the Mayor Francisco Bernabé, and formed the vocal Mariano Oliver (PSOE), Jose Luis Rubi (PP), Jose Haro (IU), and the presidents Vedruna Foundation, the Association of Large Families of La Union, Portman and Roche, and the Federation of Business and Professional Associations of the Union.

For its part, the Regional Council of Roche, which met on April 26, served as Vice-village headman, Salvador Rubio, and as members Pedro López (PSOE), Jose Luis Rubi (PP) and José Haro (IU) and The Presidents of the Association of Women of Roche and Roche Neighborhood Association.

Finally, Portman Territorial Council meeting on 27 April, was constituted under the chairmanship of Francisco Bernabe, vice president of the village headman, Simon Rivas, and members José Luis Rubio (PP), Jose Haro (IU), Ana Maria Rodríguez (PSOE) and the presidents of the Home of the Third Age of Portman, the Portman Bay Yacht Club Association and the Association of Neighbors League Portman.
